Mei-heung, transformed from a vixen into a maid of the imperial palace, attempts to seduce the Crown Prince, Hung-to. The Empress discovers this and wants to have her beheaded. Hung-to asks the Empress to spare her life. Emperor Chiu works late into the night on official documents. He is enthralled by Mei-heung after drinking her vixen elixir. He then makes her Queen of the West Palace. He is so obsessed with her that, for three months, he refuses to meet his officials and ignores state affairs. The Empress takes up the Emperor's responsibility and punishes Mei-heung by making her kneel before the Ancestral Temple. Mei-heung takes revenge by transfiguring herself into the Empress and attempts to murder the Emperor. The Emperor is infuriated and orders his guards to arrest the Empress. She is held in solitary custody, and the Crown Prince is sent to hard labour in a mill. Fairies save the Empress and give her divine power. She returns to the palace with a vixen-killing sword. She places talismans in the three Queens' palaces and the six concubines' mansions. Mei-heung is slaughtered and changes back into a vixen. The Emperor admits his fault before the Empress, and the Crown Prince inherits the throne.
